Is GovProposals legitimate?

GovProposals is a legitimate, founder-led private company — GovProposals LLC, a New York limited liability company formed in 2026. We are new and we say so plainly. Legitimacy is something you should verify, not take on faith, so we publish everything you need to check us before paying: a phone number answered by the founder, a redacted sample proposal, written flat-fee quotes, published refund terms, and Stripe-processed payments. We have supported SAM registrations and federal, state, and local bids for dozens of small businesses across the U.S.

  • Call (877) 552-7799 — you can speak with the founder, Marvin Vaca, before paying anything.
  • Review the redacted sample proposal on this site before you buy.
  • Every engagement starts with a written flat quote — no work begins until you approve it.
  • All payments run through Stripe checkout, so you always have a card-network paper trail and dispute rights.
  • Written client references are available on request, shared with each client's permission.
  • Our refund policy is published in our Terms of Service — summarized below.

Is SAM.gov registration really free?

Yes. Registering your business on SAM.gov yourself is completely free — the government never charges for registration, and you can do it on your own at SAM.gov. GovProposals charges $399 for a done-for-you service: we prepare and complete the registration for you, handle the follow-ups and validation issues that commonly stall registrations, and give you a plain-English review of what was filed. You keep full ownership of and access to your own SAM.gov account. If you are comfortable doing it yourself, we genuinely recommend the free route.

Are your proposals written by AI?

Our proposals are prepared by our team, not generated by a bot and handed off. Like every modern professional services firm, we use research and drafting software — including AI-assisted tools — to work faster, but every proposal is built from your business's real past performance, pricing, and capabilities, is reviewed by a person before it reaches you, and nothing is ever submitted until you have reviewed and approved the draft. You always see exactly what is being submitted for your business.

Can I get client references?

Yes. Written client references are available on request and are shared with each client's permission. Email hello@govproposals.com or call (877) 552-7799 and ask. We have supported bids and registrations for small businesses in industries including security services, environmental services, janitorial, courier and logistics, IT, staffing, and construction.

What is your refund policy?

Refunds are considered case-by-case in good faith, as published in Section 7 of our Terms of Service. Because proposal work is deadline-driven, we typically begin work shortly after purchase, and fees for work already completed may be non-refundable — but we do not penalize customers who raise legitimate concerns, and we do not prohibit you from disputing a charge with your bank or card provider if you believe it was made in error. Every engagement also starts with a written flat quote you approve first.

How much do GovProposals services cost?

Every price is published on one page. Proposal writing is $799 for one bid, $1,199 for two, or $1,699 for the four-bid FY27 pack (effective October 1, 2026; $699 / $999 through September 30, 2026); the monthly outsourced bid department runs $1,499, $2,499 or $3,499 a month with no award fees; GSA MAS offer preparation and OASIS+ packages are $1,499 flat each; certification application support is $699 per application; SAM.gov registration is $399 and renewal $199; SBIR/STTR and grant proposals are quoted flat in writing after a short scope call. Larger packages are quoted as a flat fee in writing before any work begins. There are no hidden fees, no subscriptions you did not ask for, and no percentage-of-contract-award fees.

What does GovProposals actually do for clients?

Most of our work is proposals we write for clients: federal, state and local bid packages built in a secure client workspace, with a compliance matrix, technical volume and price volume, and nothing submitted without the client’s written approval. We also prepare GSA Multiple Award Schedule offers and OASIS+ packages, support certification applications (WOSB, VOSB/SDVOSB VetCert, 8(a), HUBZone, state HUB/DVBE/MBE), write SBIR/STTR and grant proposals, and handle SAM.gov registration and renewal. Redacted samples of real deliverables are published on the samples page.

Who actually does the work?

GovProposals is founder-led by Marvin Vaca, who is personally accountable for every engagement, and clients can reach him directly by phone or email throughout. That is a deliberate difference from high-volume registration mills: you are never a case number, and you always know who is responsible for your filing or proposal.

Is GovProposals affiliated with the government?

No. GovProposals is a private company and is not affiliated with SAM.gov, GSA, SBA, or any government agency. We never claim otherwise, and we state this on our homepage, our checkout pages, and in our terms. We also do not guarantee government approvals, certifications, contract awards, or processing timelines — no honest firm can.

How should I evaluate any government-contracting services firm?

Before paying any firm (including us), demand five things: a sample of their actual work, a written flat quote listing exact deliverables, published refund terms, the name of the person accountable for your project, and confirmation that you review everything before it is submitted. GovProposals publishes all five on this page. If a firm implies it is a government agency, charges a percentage of your contract award for registration, or won't put pricing in writing, walk away.
